That's retired Major General Paul Vallely, whom you'll probably remember as one of the top TV analysts during the invasion of Iraq in 2003. He made this video with Bill Whittle of PJTV in which he discusses possible preemptive attacks by Iran and Israel on each other as early as this summer.
