The Heritage Foundation makes a lot of things simple that the Left is constantly trying to make complicated. Here's another example of what excessive regulation can do to make things worse. If only William Bennett had done what President Reagan is reported to have told him to do when he appointed him secretary of the department of education in 1985: close it down.
