That's Representative Ileana Ros-Lehtinen, a Cuban refugee who now sits as the Chairman of the House Committee on Foreign Affairs. She served in the Florida House of Representatives and the Florida State Senate before being elected to the U. S. House of Representatives in 1989. She was the Marco Rubio before Marco Rubio came along.
