The Heritage Foundation poses a very good question. One wonders how convinced the Poles and Czechs are that, according to administration officials, "Iran had made more progress than anticipated in building short- and medium-range missiles that could threaten Israel and Europe than it had in developing the intercontinental missiles that the Bush system was more suited to counter."

What comes to mind is a famous quote from former U. S. Ambassador to the United Nations, and Democratic Senator from New York, Daniel Patrick Moynihan: “Intelligence is not to be confused with intelligence.”
